CA-407 Fixed With No Software Changes

I've repaired CA-407 (link on Resources tab goes to a survey, not the secure site), but it didn't take any software changes.

That's because part of the data of the portal is just way too big to keep in our Subversion repository. Instead, it comes from various files kept in on our web server, which is only too happy to serve gigantic files. The file in question was resources.zexp, which contains the content for the Resources tab.

After updating that file I instructed the Buildbot to re-test and re-deploy the test portal. That's it!
